Systems Thinking and Changes needed for our Future

A brief overview some of the major environmental challenges facing us as a global society, what we are doing to arrest those problems and challenges, why we aren’t making much progress, and how are we going to bring about change.

Mr Vaughan Levitzke PSM is an ecologist, graduating from the University of Adelaide. After working in mapping national parks and undertaking Australian and international remote sensing projects, in 1993 he began working for the South Australian EPA. Here he developed policy with regard to regulating waste and recycling industries, ran industry eco-efficiency/ business sustainability programs and grant schemes and managed and expanded South Australia’s beverage container deposit system in 2000.

He founded the statutory authority Zero Waste SA in 2003, and then its successor, Green Industries SA in 2017, incorporating circular economy principles into the Act (first in Australia). At ZWSA/GISA he oversaw four 5-year state waste strategies, Australia’s first plastic bags ban in 2008, the first Australian state Circular Economy Strategy in 2017. He was a state representative on numerous national working groups concerned with waste management and recycling and has advised Ministers for over 30 years. He has provided advice at multiple UN regional forums, and after participating in a multinational group to provide advice to the United Nations Centre for Regional Development in 2012 post Japan’s Great Eastern Earthquake and tsunami he developed guidelines for disaster waste management for South Australia, culminating in overseeing the clean-up of the 2019-20 bushfires. In 2020 he also chaired the Single Use Plastics Task Force, and oversaw Australia’s first Single Use and Other Plastic (Waste Avoidance) Act introduced in 2020. In January 2020, his chapter on the Development of a Circular Economy in Australia was published by Springer (Berlin). Post his retirement from government in 2021 he chaired the Native Vegetation Council and is on the Ministerial Circular Economy Advisory Group to Minister Plibersek, is a board member of Tyre Stewardship Australia and runs his consulting business Circular Economy Advisory. He recently authored ‘What to do about Plastics’ for the South Australia EPA State of the Environment Report and is currently working on Repair policy. 

In 2015 he was awarded the Public Service Medal (PSM), an Australian honour for his work on waste and recycling policy.
